Nel 1977 Eddie Carthan fu il primo afroamericano a diventare sindaco di Tchula, Mississippi.
A Tchula il 90% della popolazione era nera, ma la minoranza bianca imponeva da sempre la segregazione. Carthan non si fece intimidire dai “landlords” e dai loro sgherri del KKK e avviò un coraggioso ed avanzato piano di superamento della segregazione razziale e di miglioramento della qualità di vita della comunità nera. I bianchi gliela giurarono, e fin dal suo insediamento lo boicottarono e intimidirono, un vero linciaggio politico che si concluse nel 1981 con una falsa accusa di aggressione ad un poliziotto: Carthan fu costretto a dimettersi per sostenere il processo, dove fu condannato a tre anni di carcere. Per fortuna, dopo soli otto mesi, la pena fu revocata perché era evidente che si era trattato di un giudizio farsa e che Carthan era assolutamente estraneo ai fatti imputatigli.
