Arne Rinnan, il comandante della nave cargo norvegese Tampa, fotografato nel 2006 insieme a Sakinah Ewazi, una delle centinaia di richiedenti asilo che nel 2001 il governo australiano avrebbe respinto in mare, se non fosse stato proprio per la ferma opposizione del capitano che aveva salvato quei profughi da sicura morte soccorrendoli ed ospitandoli sulla sua nave, così come vogliono le leggi del mare e quelle dell'umanità.

Nell’album “An Elefant Never Forgets” pubblicato nel 2003.
77% è la percentuale dei cittadini australiani che approvarono l’allora primo ministro John Howard quando nell’agosto del 2001 il governo decise di non dare accoglienza ad oltre 400 rifugiati dalla guerra in Afghanistan (alla quale l’Australia oltre tutto partecipava e partecipa come Stato aggressore) che erano stati soccorsi in acque internazionali dalla nave cargo MV Tampa, battente bandiera norvegese, che transitava al largo delle coste australiane. Quando la nave cercò di entrare nelle acque nazionali, John Howard diede ordine che fosse respinta dall’esercito. Poi ordinò al capitano norvegese, Arne Frode Rinnan, di riportare i profughi al largo ma egli si rifiutò, sostenuto sia dall’armatore che dal governo norvegese. Si verificò così un vero e proprio scontro diplomatico, nel corso del quale la Norvegia denunciò il governo australiano all’ONU e alla International Maritime Organisation.
In tutta risposta Howard, sostenuto dalla maggioranza più che assoluta dell’opinione pubblica, varò un decreto d’emergenza chiamato “Border Protection Bill 2001” che consentiva “legalmente” i respingimenti in mare con un “uso ragionevole della forza” e che contemporaneamente (colmo della beffa) impediva che si potesse richiedere formalmente il riconoscimento dello status di rifugiato senza aver prima toccato terra sul suolo australiano.
I “sequestrati della Tampa” furono poi caricati su una nave militare australiana e confinati in un campo di detenzione sull’isola di Nauru. Alcuni furono poi accolti dalla Nuova Zelanda ma i più rimasero in prigionia per quasi tre anni, quando poi venne loro riconosciuto lo status di rifugiati e poterono così rimanere in Australia.
Il capitano norvegese Arne Rinnan fu insignito di numerosi premi per aver salvato delle vite in mare e per aver resistito agli attacchi e alle pressioni del governo australiano che avrebbe voluto disfarsi dei profughi abbandonandoli al loro destino sull’oceano.
