Rodrigo Rojas De Negri, fotografo e studente di 19 anni alla Woodrow Wilson High School di Washington, era tornato in Cile nel maggio del 1986 per conoscere il suo paese di origine. Era nato in Cile, ma era cresciuto a Washington poiché la madre, Verónica De Negri era stata imprigionata, torturata ed espulsa dal paese dopo il colpo di stato dell’11 settembre del 1973 che aveva destituito Allende e portato al potere Pinochet. Nel 1977, con i due figli Rodrigo e Pablo, si era stabilita negli Stati Uniti.

La mattina del 2 luglio del 1986 Rodrigo Rojas prese parte a una manifestazione indetta contro la dittatura in un quartiere operaio di Santiago. Tre pattuglie di militari intercettarono il gruppo di fotografi di cui Rojas faceva parte: quasi tutti riuscirono a fuggire ma Rodrigo Rojas e una studentessa, Carmen Gloria Quintana, che all’epoca aveva 18 anni, furono invece catturati. Quintana, che sopravvisse, raccontò che lei e Rojas vennero picchiati duramente, cosparsi di benzina e bruciati.

I due ragazzi furono portati alla periferia di Santiago e scaricati in un fosso. Rodrigo Rojas e Carmen Gloria Quintana vennero trovati avvolti in due coperte da alcuni operai, furono portati in una stazione di polizia e poi in un ospedale. Entrambi avevano ustioni su oltre il 60 per cento del corpo, ma i funzionari del governo si rifiutarono di autorizzare il loro trasferimento in un diverso ospedale dove avrebbero potuto ricevere delle cure migliori. 

Carmen Gloria Quintana sopravvisse, ma rimase gravemente sfigurata dalle ustioni: i due anni successivi al luglio 1986 li passò in ​​Canada per ricevere cure mediche e circa 40 operazioni chirurgiche. Più tardi prese una laurea in psicologia e si sposò. Lo scorso anno ha ricevuto un incarico dalla nuova presidente del paese Michelle Bachelet all’ambasciata cilena di Ottawa.
Il caso è stato riaperto nel 2013 e nel 2015 ha portato all'arresto di due ex ufficiali dell’esercito e di altri cinque sottufficiali.
